You have to control the front . there ar 3 levels slow-medium and fast riders. Last year the police started the ride at a very nice pace, but a few fast riders in front pushed the police to go fast and then they did by a few macho riders(I know because 2 were my friends)
They have to let this macho group go.. This made your ride spread way, way out. as the mass lost the front and many rode alone and won't come back. The bulk of your riders will be in the medium group and even some slower riders will move a little faster and see the riders ahead to help follow. Keep that pace and will have a large group of rides riding closer together (least see the person in front of you) now you feel you are on a group ride. That is what you signed up for. You can't control a ride but this will help to keep the bulk of your riders together. This is why they signed up for....
You will still have the slowqer riders in back but they expect that and know that but they will also be some what together.
